PANIC spread across America yesterday as anthrax was diagnosed in a woman working at a television network in New York, raising fears of a sustained threat from biological terrorism.

Two separate scares forced partial evacuations of the State Department in Washington and the New York Times offices, after suspicious samples of white powder were found in incoming post.

In the New York case made public yesterday the bacterium entered the skin and is known as cutaneous anthrax, which is far less dangerous. Mr Bush said that despite the dangers "the American people need to go about our lives, we can't let terrorists lock our country down".
