Thailand's Civil Court has refused to issue an order forcing anti-government protesters to leave Bangkok's tourist district, where mass demonstrations have brought travel and commerce to a halt for the past three days. Tens of thousands of Red Shirt protesters gathered in Bangkok's commercial hailed the court's decision Monday as a victory, but the actual ruling said the Thai government already has authority to evict the demonstrators under existing national security laws. Protesters loyal to ousted Prime Minister Thaksin Shinawatra have crippled the capital's tourist hub of hotels and shopping attractions. Security concerns have prompted many stores to close. 

泰国民事法庭拒绝下令将反政府抗议者赶出曼谷的旅游区。过去三天大规模示威活动已经使得曼谷的旅游和商业活动陷于停顿。数万名红衫军抗议者在曼谷的商业区庆祝法庭星期一的决定是他们的胜利，但法庭的实际裁定是，根据现有的国家安全法，泰国政府已经有权驱逐示威者。忠于被罢黜总理他信的抗议者已经使曼谷旅游中心的酒店和购物中心陷入瘫痪。很多商店出于安全考虑不得不停止营业。

At one point Monday afternoon, Red Shirts briefly occupied offices of the Election Commission. The group dispersed after receiving assurances that an investigation is under way into alleged improper finance practices involving Prime Minister Abhisit Vejjajiva's party.
