Deciding the size of one's family is a personal preferance. In yur opinion, should the government intervene in the rights of the individual with regard to family planning?

Example writing:

The need for birth-control is based on the theory of supply and demand. To begin with, people demand food. The global food supply may not meet the demand of expanding population. People are in pursuit of better quality of life such as health care and social security, but overpopulation will hinder economic development. The world as a whole is in for many problems unless population is under control. It is therefore the responsibility of every nation, rich or poor, to mind its own business. And the business of any government, in this matter, is to encourage family planning.

Family is the basic unit of a society. Although the size of one's family is personal preference, it is the government's job to regulate population growth in tune with its ability to keep the national economy growing. Family planning programs make as good sense in poor countries as in rich countries. Without proper public policies, overpopulation in poor countries tends to keep them poverty-stricken as ever or even worse. Meanwhile, overpopulation in rich countries tends to undermine the life-support capacity of the entire planet because of excessive consumption of mostly limited and non-renewable natural resources such as fuel. Either case may endanger the Earth's demand-and-supply equilibrium. Birth-control is necessary, and it begins from families.

World-wide, a one-child or two-child plan benefits the family as well as the nation. All family planning programs must responde to the cruel reality facing the world when demand exceeds supply. Overpopulation would make it impossible for the world to sustain itself in terms of supply of food and other resources.

Ironically, the good signs of lowering infant mortality rates and increasing life expectancy have a dark side. Population explosion is likely should governments around the world do nothing but wait and see. It leaves no doubt that effective and vigorous measures be taken to curb population growth to a reasonable level. Thanks to efforts by many governments, the global birth-rates seem to have declined. Homo sabiens is the only intelligent animal that practices birth-control. But it is not yet practiced widely enough to lower the average growth rate substantially. They can do more in order to have fewer babies.
