Propose-[formal] to intend to do something, 作出计划；打算。

For example:

How do you propose to explain your long absence? 你打算如何解释你长期的缺席？

Dispose: [formal] to arrange things or put them in their places, 安排；处置。

For example:

His job is disposing soldiers for the battle.他的工作就是为这次战役部署军队。
Dispose of: 清除，销毁

在我们日常生活中我们经常听到“一切都是天注定”这样极其消极的话。这句谚语告诉我们凡事都要通过自己的努力才会成功。让我们时刻记住这样一句话：God helps those who help themselves.
